Why code expenses to program, admin, or fundraising?

Because the Form 990 reports them that way, grantors reimburse only certain functions, and watchdog ratings are built on the split. Coding at submission time (by the person who spent the money) is far more accurate than year-end allocation.

How do volunteer reimbursements work?

Documented actual expenses can be reimbursed tax-free under accountable-plan rules. If the volunteer chooses not to be reimbursed, this same documentation supports their charitable deduction. Including mileage at the special 14¢ charitable rate.

What extra scrutiny do restricted-grant expenses get?

Auditors trace grant-charged costs to source documents showing the cost was allowable, incurred in the grant period, and coded to the right program. The fund/grant note on each line is that trace.
