Why one row per job instead of one per day?

Because the hours have to be allocable: a Wednesday split between two sites is two rows with their own times. Day-level totals can't feed job costing or certified payroll without someone guessing the split later.

What is certified payroll and does this sheet cover it?

On public-works projects, contractors submit weekly certified payroll (federal form WH-347) listing each worker's classification, hours per day, and rates. This sheet captures the field data that report is built from; the certification itself is done on the government form.

How should travel between sites be recorded?

Per your company policy and applicable wage law, usually as its own coded row naming both ends of the trip, for example travel from job MEADOW-01 to job GARLAND-04. Recording it explicitly beats losing it: mid-day travel between jobsites is generally compensable time.
